21日,記(ji)者(zhe)從(cong)北京市(shi)發展改革委(wei)了解到,該委(wei)印發《關(guan)于進一步完善本市(shi)分時(shi)電(dian)(dian)價(jia)(jia)機制等有關(guan)事項的通知(zhi)》,優(you)化電(dian)(dian)價(jia)(jia)峰谷時(shi)段(duan)和峰谷價(jia)(jia)差(cha),進一步發揮電(dian)(dian)價(jia)(jia)信號作用、引導工商業(ye)用戶錯峰用電(dian)(dian),更好保障電(dian)(dian)力系統(tong)安全(quan)穩定(ding)經(jing)濟運(yun)行(xing)。居民(min)用電(dian)(dian)價(jia)(jia)格不受(shou)影響。
進一步(bu)完(wan)善分時電價(jia)機制
北(bei)京(jing)市發(fa)展(zhan)改革(ge)委(wei)表示,完善分(fen)時(shi)(shi)(shi)(shi)電(dian)價機制(zhi)(zhi)是落實國家(jia)要(yao)求的具(ju)體(ti)(ti)舉措(cuo)。國家(jia)發(fa)展(zhan)改革(ge)委(wei)要(yao)求各(ge)地進(jin)一步完善分(fen)時(shi)(shi)(shi)(shi)電(dian)價機制(zhi)(zhi),并對執行范圍(wei)、峰(feng)谷(gu)時(shi)(shi)(shi)(shi)段(duan)、峰(feng)谷(gu)價差等提出(chu)具(ju)體(ti)(ti)要(yao)求;分(fen)時(shi)(shi)(shi)(shi)電(dian)價有(you)利(li)于提升(sheng)電(dian)網整體(ti)(ti)利(li)用(yong)(yong)效(xiao)率。分(fen)時(shi)(shi)(shi)(shi)電(dian)價機制(zhi)(zhi)基(ji)于電(dian)能(neng)時(shi)(shi)(shi)(shi)間(jian)價值,將每(mei)天(tian)的時(shi)(shi)(shi)(shi)間(jian)劃分(fen)為高峰(feng)、平(ping)(ping)段(duan)、低谷(gu)三個(ge)時(shi)(shi)(shi)(shi)段(duan),分(fen)別制(zhi)(zhi)定不同的電(dian)價水平(ping)(ping),以(yi)充分(fen)發(fa)揮電(dian)價信號(hao)作用(yong)(yong),引導電(dian)力(li)用(yong)(yong)戶盡(jin)量在高峰(feng)時(shi)(shi)(shi)(shi)段(duan)少用(yong)(yong)電(dian)、低谷(gu)時(shi)(shi)(shi)(shi)段(duan)多用(yong)(yong)電(dian),從而保(bao)障(zhang)電(dian)力(li)系統安全穩定運(yun)行,提升(sheng)系統整體(ti)(ti)利(li)用(yong)(yong)效(xiao)率。
北(bei)京(jing)市(shi)發展(zhan)改革委指出,北(bei)京(jing)分(fen)時(shi)電(dian)價機制有待進一步(bu)完善。北(bei)京(jing)是全國最早實行(xing)分(fen)時(shi)電(dian)價機制的(de)(de)省級地區之一,多年來,多次拓展(zhan)峰(feng)谷電(dian)價執行(xing)范圍,調整峰(feng)谷電(dian)價時(shi)段(duan),較好發揮了引導資(zi)源(yuan)合理配置(zhi)和利用(yong)的(de)(de)價格杠桿作(zuo)用(yong)。隨著能(neng)源(yuan)結(jie)構(gou)的(de)(de)優(you)化,電(dian)力消費結(jie)構(gou)的(de)(de)調整,北(bei)京(jing)分(fen)時(shi)段(duan)電(dian)力負荷特(te)點(dian)也在不斷變化,需要進一步(bu)完善分(fen)時(shi)電(dian)價機制。
明(ming)確(que)執(zhi)行范圍、優化時段劃分
根據國家(jia)發展改革委(wei)要(yao)求,結合(he)北京市具體情況,經面(mian)向社會公開征求意見并充分研究論證后,主要(yao)從以下幾個方(fang)面(mian)對現行分時電(dian)價(jia)進行完善:
明確執(zhi)行范圍(wei)(wei):北京(jing)市分時(shi)電價政策(ce)執(zhi)行范圍(wei)(wei)為(wei)(wei)除(chu)地鐵、無軌電車(che)、電氣化鐵路牽引(yin)用電外的所有(you)工商(shang)業用戶;尖峰電價政策(ce)執(zhi)行范圍(wei)(wei)為(wei)(wei)變壓器容量在100千(qian)伏(fu)安(千(qian)瓦)及(ji)以上且(qie)電壓等級在1千(qian)伏(fu)及(ji)以上的工商(shang)業用戶。
優(you)化時(shi)(shi)(shi)(shi)段(duan)(duan)劃分(fen):全年峰谷時(shi)(shi)(shi)(shi)段(duan)(duan)按24小(xiao)時(shi)(shi)(shi)(shi)分(fen)為高峰、平段(duan)(duan)、低谷三段(duan)(duan)各(ge)8小(xiao)時(shi)(shi)(shi)(shi),將高峰時(shi)(shi)(shi)(shi)段(duan)(duan)由(you)原來白天(tian)5小(xiao)時(shi)(shi)(shi)(shi)、晚上(shang)(shang)3小(xiao)時(shi)(shi)(shi)(shi)調整為白天(tian)3小(xiao)時(shi)(shi)(shi)(shi)、晚上(shang)(shang)5小(xiao)時(shi)(shi)(shi)(shi),谷段(duan)(duan)維持不變;并在夏(xia)季(7、8月(yue))、冬季(1、12月(yue))各(ge)執(zhi)行每天(tian)3小(xiao)時(shi)(shi)(shi)(shi)的(de)尖峰電價。
調整峰谷價(jia)比(bi)(bi):單一制用(yong)電(dian)峰平谷電(dian)價(jia)比(bi)(bi)例調整為1.71:1:0.36(不滿1千(qian)伏(fu))和1.8:1:0.3(1千(qian)伏(fu)及以上(shang)(shang)),兩(liang)部制用(yong)電(dian)峰平谷電(dian)價(jia)比(bi)(bi)例統一調整為1.6:1:0.4。尖峰電(dian)價(jia)在高峰電(dian)價(jia)基礎上(shang)(shang)上(shang)(shang)浮20%。
居民用電(dian)價格不受影響(xiang)
北京(jing)市發(fa)展改(gai)革委表示(shi),總(zong)體(ti)看,分時(shi)電價機制的完善,對社會(hui)總(zong)用電成本(ben)影響(xiang)較(jiao)小,電網企業收入維持不變,銷售電價總(zong)水平(ping)保持基本(ben)穩(wen)定。
具體來看:
一是居(ju)民用電(dian)(dian)價格不(bu)(bu)受影響。本(ben)次分時電(dian)(dian)價方案調整范(fan)圍為工(gong)商業用電(dian)(dian),居(ju)民用電(dian)(dian)成本(ben)不(bu)(bu)受影響。
二是農(nong)(nong)(nong)業用(yong)(yong)電成(cheng)本(ben)(ben)穩中有(you)降。取消農(nong)(nong)(nong)業用(yong)(yong)電峰谷(gu)分時,進一步降低(di)農(nong)(nong)(nong)業用(yong)(yong)電成(cheng)本(ben)(ben)。取消峰谷(gu)分時后,農(nong)(nong)(nong)業用(yong)(yong)電按(an)照平段電價執行(xing),度電成(cheng)本(ben)(ben)降低(di)約1分錢,年均降低(di)成(cheng)本(ben)(ben)1800萬元。
三是中小(xiao)微商(shang)戶電費保持(chi)基本穩定。考慮(lv)到中小(xiao)微商(shang)戶調峰(feng)能力(li)較(jiao)(jiao)弱,將(jiang)不滿1千(qian)伏工(gong)商(shang)業用(yong)戶峰(feng)谷價比維持(chi)原較(jiao)(jiao)低(di)水平,且暫不執行(xing)尖峰(feng)電價,確保多數(shu)用(yong)戶電費保持(chi)基本穩定。
北京市發展改(gai)革委指(zhi)出,由于(yu)此次合(he)理拉大了峰(feng)谷電(dian)價價差,能(neng)夠錯峰(feng)用(yong)(yong)(yong)電(dian)、在低(di)谷時段多用(yong)(yong)(yong)電(dian)的用(yong)(yong)(yong)戶用(yong)(yong)(yong)電(dian)成本會(hui)下(xia)降,反之(zhi)則(ze)需(xu)要承(cheng)擔高(gao)峰(feng)時段增(zeng)加的供電(dian)成本。也就是說(shuo),如果廣大工商業用(yong)(yong)(yong)戶在調(diao)峰(feng)能(neng)力(li)范(fan)圍內主動優化自身用(yong)(yong)(yong)電(dian)行為,還(huan)將進一(yi)步降低(di)電(dian)費負擔。
工(gong)商業用戶優(you)化用電行(xing)為可降低電費(fei)負擔
北京市發展改革(ge)委舉例分析,如果(guo)廣大工商(shang)業用戶在調峰能力(li)范圍內主動優化自(zi)身用電行為,還將進一步降低(di)電費負擔。
例:年用(yong)(yong)電(dian)(dian)量為(wei)3500萬(wan)千(qian)瓦時的某商場,峰(feng)、平、谷電(dian)(dian)量比例分別為(wei)40%、35%、25%,尖峰(feng)電(dian)(dian)量為(wei)2%,屬于城區1-10千(qian)伏的單一制用(yong)(yong)電(dian)(dian)模式(shi)。
政策調整(zheng)前:每年(nian)電費支(zhi)出約3304萬元(yuan)。
政策完(wan)善(shan)后:如該(gai)商(shang)場用電習(xi)慣維持不(bu)變,每年(nian)電費支出約3346萬元,增加1.3%。
如(ru)該商場(chang)有調峰意愿,通過積極(ji)調整用電習(xi)慣、節能改造、儲能等方法,將5%的峰段電量調整至(zhi)谷段,那么(me)該商場(chang)每(mei)年電費支出降為(wei)3234萬(wan)元,可減少112萬(wan)元,降幅3.4%。
例:年用(yong)電(dian)量為(wei)5萬千(qian)瓦時的(de)某(mou)餐飲店,峰、平(ping)、谷電(dian)量比例分別為(wei)40%、35%、25%,屬(shu)于(yu)郊區不(bu)滿1千(qian)伏的(de)單一制用(yong)電(dian)模式。
政策調(diao)整前:該(gai)商戶每年電費支出約4.71萬元。
政策完善后:若保(bao)持用電(dian)(dian)習慣(guan)不變,電(dian)(dian)費支出(chu)約4.68萬(wan)(wan)(wan)元,減少(shao)0.03萬(wan)(wan)(wan)元,降幅0.6%,其中,峰(feng)谷價比調整影響電(dian)(dian)費支出(chu)約0.02萬(wan)(wan)(wan)元,尖(jian)峰(feng)時段和價比調整影響電(dian)(dian)費支出(chu)約0.01萬(wan)(wan)(wan)元。
如該餐飲店有調(diao)峰意愿,積極通過調(diao)整用(yong)電習慣、節能(neng)改造、儲能(neng)等方法,將(jiang)5%的峰段電量調(diao)整至(zhi)谷(gu)段,那么該商戶(hu)每(mei)年(nian)電費支出可(ke)以下降至(zhi)4.55萬(wan)元。
北(bei)京市發(fa)展改革委表示(shi),分時(shi)電價機制的進一步完善,能夠更好引導用(yong)戶錯(cuo)峰用(yong)電,保障電力(li)系統安全穩定(ding)運行,降低(di)經(jing)濟(ji)社會運行成(cheng)本,同時(shi)有(you)(you)利于綠電消納(na)、并為儲能行業發(fa)展提供更大(da)空間,無(wu)論對短期(qi)保障電力(li)安全穩定(ding)經(jing)濟(ji)運行,還是對中長期(qi)實現碳(tan)達峰、碳(tan)中和目標都具有(you)(you)積極(ji)意義(yi)。
北京市發展改革委指出,各非電(dian)(dian)(dian)網直(zhi)供電(dian)(dian)(dian)主體應嚴格(ge)按照電(dian)(dian)(dian)力市場化交易價格(ge)或電(dian)(dian)(dian)網企業代理購(gou)電(dian)(dian)(dian)的峰谷分時電(dian)(dian)(dian)價向終端用戶收取(qu)電(dian)(dian)(dian)費(fei),不得(de)在終端用戶電(dian)(dian)(dian)費(fei)中加收其(qi)他(ta)費(fei)用。
