近日,中共(gong)中央(yang)辦公廳(ting)、國務院辦公廳(ting)印發了《關于進一步(bu)深化改革促進鄉村醫療衛生體系(xi)健康發展(zhan)的(de)意見》,并發出通知,要求各地區各部門結合(he)實(shi)際認真貫徹落實(shi)。
《關于(yu)進(jin)一(yi)步深化改革促(cu)進(jin)鄉(xiang)村醫療衛(wei)生體系健(jian)康發展(zhan)的意(yi)見》全(quan)文如下。
完善鄉村醫療衛(wei)生體(ti)系(xi),是全面推(tui)進健康中國建(jian)設(she)的迫切(qie)要求,也是全面推(tui)進鄉村振興的應有(you)之義。為進一(yi)步深化改革,促進鄉村醫療衛(wei)生體(ti)系(xi)健康發展,現提出如下(xia)意見(jian)。
一、總體要求
(一(yi))指導思(si)想。堅(jian)持以習近(jin)平(ping)(ping)新時(shi)代(dai)中(zhong)國特色社會主義思(si)想為(wei)指導,全面貫徹黨的(de)二十大精神,落實新時(shi)代(dai)黨的(de)衛(wei)生(sheng)(sheng)與健康工作方針,把鄉(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)工作擺在(zai)鄉(xiang)(xiang)村(cun)(cun)振興的(de)重(zhong)要(yao)位(wei)置(zhi),以基層為(wei)重(zhong)點,以體制機制改革為(wei)驅(qu)動,加(jia)快縣(xian)域(yu)優質(zhi)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)資源擴容和均(jun)衡布局(ju),推動重(zhong)心下移、資源下沉,健全適(shi)應鄉(xiang)(xiang)村(cun)(cun)特點、優質(zhi)高(gao)效的(de)鄉(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)體系(xi),讓(rang)廣(guang)大農民群(qun)眾能夠就近(jin)獲得(de)更加(jia)公平(ping)(ping)可及、系(xi)統連續的(de)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)服務(wu),為(wei)維(wei)護人(ren)民健康提供有力保(bao)障。
(二)工作原則
——堅持和加強黨對鄉村醫療衛(wei)(wei)生工作(zuo)的全面領導(dao)(dao)。把保障(zhang)人民健康放(fang)在(zai)優先發(fa)展的戰(zhan)略位置,堅持鄉村基本醫療衛(wei)(wei)生服務公(gong)益屬性,發(fa)揮黨委領導(dao)(dao)和政(zheng)府主(zhu)(zhu)導(dao)(dao)作(zuo)用,壓實地方(fang)特(te)別是市(shi)縣兩級黨委和政(zheng)府主(zhu)(zhu)體責任。
——堅(jian)持強化醫療(liao)衛(wei)生(sheng)資源(yuan)(yuan)縣域(yu)(yu)統(tong)籌。按照因地制宜、先(xian)立后破的要求(qiu),加(jia)強縣域(yu)(yu)內資源(yuan)(yuan)整合(he)和(he)優化配置,改(gai)善(shan)基層基礎(chu)設施條件(jian),推進(jin)縣域(yu)(yu)醫共體建設,提(ti)高鄉(xiang)村醫療(liao)衛(wei)生(sheng)體系綜合(he)服(fu)務、應急(ji)處置和(he)疫情防控能力。
——堅(jian)持把人才(cai)隊伍建設擺在重要位置。發展壯大(da)醫(yi)療(liao)衛生(sheng)隊伍,把工(gong)作重點放在農(nong)村和(he)社區,尊(zun)重人才(cai)價值和(he)成(cheng)長規(gui)律,立足在崗(gang)鄉(xiang)(xiang)村醫(yi)生(sheng)現狀(zhuang),加強適宜(yi)人才(cai)培養和(he)引進,推動鄉(xiang)(xiang)村醫(yi)生(sheng)向執業(助理)醫(yi)師轉化(hua),打造(zao)一(yi)支專業化(hua)、規(gui)范(fan)化(hua)鄉(xiang)(xiang)村醫(yi)生(sheng)隊伍。
——堅持進(jin)一步深(shen)化體制(zhi)機制(zhi)改(gai)革(ge)。推進(jin)醫療、醫保(bao)(bao)、醫藥、醫教改(gai)革(ge)協同聯動,創新完(wan)善(shan)鄉村(cun)醫療衛生(sheng)(sheng)管理體制(zhi)和運(yun)行機制(zhi),切實落實鄉村(cun)醫生(sheng)(sheng)多渠道補(bu)償政策(ce),統(tong)籌解決(jue)好鄉村(cun)醫生(sheng)(sheng)收入和待(dai)遇保(bao)(bao)障問題,健全多勞多得、優績優酬的激勵制(zhi)度,防止給農(nong)民群(qun)眾增加不應有的負擔,保(bao)(bao)持醫保(bao)(bao)基金平穩(wen)運(yun)行,激發改(gai)革(ge)內生(sheng)(sheng)動力。
(三(san))目標任(ren)務。到(dao)2025年,鄉村(cun)(cun)醫療(liao)衛生(sheng)(sheng)體(ti)系改革(ge)發(fa)展(zhan)取(qu)得明(ming)顯(xian)(xian)進展(zhan)。鄉村(cun)(cun)醫療(liao)衛生(sheng)(sheng)機構功能(neng)布局(ju)更加均衡(heng)合理,基(ji)礎設施條件明(ming)顯(xian)(xian)改善,智能(neng)化、數字化應用逐(zhu)步普及,中醫藥(yao)特色優勢進一步發(fa)揮,防病(bing)治病(bing)和健康管(guan)理能(neng)力(li)顯(xian)(xian)著(zhu)提升,鄉村(cun)(cun)重大(da)疫情和突(tu)發(fa)公共(gong)衛生(sheng)(sheng)事(shi)件應對處(chu)置能(neng)力(li)不斷增強。鄉村(cun)(cun)醫療(liao)衛生(sheng)(sheng)人才(cai)隊伍發(fa)展(zhan)壯大(da),人員素(su)質和結(jie)構明(ming)顯(xian)(xian)優化,待遇水平得到(dao)提高,養老(lao)等社會保障問題有效解決。鄉村(cun)(cun)醫療(liao)衛生(sheng)(sheng)體(ti)系運行機制進一步完善,投入機制基(ji)本健全,基(ji)層首診、雙(shuang)向(xiang)轉(zhuan)診、急慢分(fen)治、上(shang)下聯動的(de)分(fen)級(ji)診療(liao)格局(ju)初步形成。
二、強化縣域內醫療衛生資源統籌(chou)和布(bu)局優化
(四)優化鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)機(ji)(ji)構(gou)布局(ju)。根(gen)據鄉(xiang)(xiang)(xiang)村(cun)(cun)形態變化和(he)人口遷(qian)徙流動情(qing)況,因地(di)制宜合理配置鄉(xiang)(xiang)(xiang)村(cun)(cun)兩級醫(yi)療(liao)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)資源,宜鄉(xiang)(xiang)(xiang)則(ze)鄉(xiang)(xiang)(xiang)、宜村(cun)(cun)則(ze)村(cun)(cun),提(ti)升鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)機(ji)(ji)構(gou)單體(ti)規模和(he)服(fu)務(wu)(wu)輻射能(neng)力(li)(li),從注重機(ji)(ji)構(gou)全覆(fu)蓋轉(zhuan)向(xiang)更加(jia)注重服(fu)務(wu)(wu)全覆(fu)蓋。重點(dian)支持建設一(yi)批能(neng)力(li)(li)較(jiao)強(qiang)、具(ju)有一(yi)定輻射和(he)帶動作(zuo)用(yong)的(de)中(zhong)(zhong)心(xin)鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)院(yuan)。常住(zhu)人口較(jiao)多(duo)、區(qu)域面積(ji)較(jiao)大、縣城不在縣域中(zhong)(zhong)心(xin)、縣級醫(yi)院(yuan)服(fu)務(wu)(wu)覆(fu)蓋能(neng)力(li)(li)不足的(de)縣,可(ke)以(yi)(yi)在縣城之(zhi)外選建1至2個(ge)中(zhong)(zhong)心(xin)鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)院(yuan),使其基本(ben)達到縣級醫(yi)院(yuan)服(fu)務(wu)(wu)水平。依(yi)托村(cun)(cun)黨(dang)群服(fu)務(wu)(wu)中(zhong)(zhong)心(xin)建好用(yong)好村(cun)(cun)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)室(shi)(shi),增強(qiang)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)健康(kang)服(fu)務(wu)(wu)功能(neng)。鼓勵服(fu)務(wu)(wu)半徑小(xiao)、交(jiao)通便利地(di)區(qu)相鄰行政村(cun)(cun)合建衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)室(shi)(shi)。對于臨近(jin)鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)院(yuan)、人口較(jiao)少等不適宜單設衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)室(shi)(shi)的(de)行政村(cun)(cun),可(ke)以(yi)(yi)通過鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)院(yuan)定期巡診(zhen)、派(pai)駐以(yi)(yi)及鄰(聯)村(cun)(cun)延伸服(fu)務(wu)(wu)等方(fang)式,保障(zhang)基本(ben)醫(yi)療(liao)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)服(fu)務(wu)(wu)供(gong)給(gei)。加(jia)強(qiang)邊遠(yuan)地(di)區(qu)、民族地(di)區(qu)以(yi)(yi)及山(shan)區(qu)(高原(yuan))、海島、牧(mu)區(qu)、庫(ku)區(qu)等特殊(shu)地(di)區(qu)村(cun)(cun)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)室(shi)(shi)建設。推進(jin)鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)機(ji)(ji)構(gou)一(yi)體(ti)化管理,有條(tiao)(tiao)件(jian)的(de)地(di)方(fang)可(ke)以(yi)(yi)逐(zhu)步(bu)將符合條(tiao)(tiao)件(jian)的(de)公辦村(cun)(cun)衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)室(shi)(shi)轉(zhuan)為鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)院(yuan)延伸舉辦的(de)村(cun)(cun)級醫(yi)療(liao)服(fu)務(wu)(wu)點(dian)。
(五)強(qiang)化(hua)和(he)拓(tuo)展縣(xian)域(yu)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)(wei)生(sheng)(sheng)體(ti)系(xi)服(fu)(fu)務(wu)(wu)(wu)(wu)功(gong)能(neng)(neng)。健全以(yi)縣(xian)級(ji)(ji)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)為(wei)龍頭、鄉鎮衛(wei)(wei)(wei)生(sheng)(sheng)院(yuan)(yuan)(yuan)(yuan)為(wei)樞紐、村(cun)(cun)衛(wei)(wei)(wei)生(sheng)(sheng)室為(wei)基礎的鄉村(cun)(cun)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)(wei)生(sheng)(sheng)服(fu)(fu)務(wu)(wu)(wu)(wu)體(ti)系(xi),推進縣(xian)域(yu)內(nei)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)(wei)生(sheng)(sheng)服(fu)(fu)務(wu)(wu)(wu)(wu)一體(ti)化(hua)。提(ti)(ti)高縣(xian)級(ji)(ji)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)常見病、多(duo)發病、慢性病診(zhen)(zhen)療(liao)(liao)(liao)以(yi)及危急(ji)重(zhong)癥患者搶救和(he)疑難復雜疾病向上轉診(zhen)(zhen)服(fu)(fu)務(wu)(wu)(wu)(wu)能(neng)(neng)力(li)(li)。支持縣(xian)級(ji)(ji)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)設施和(he)服(fu)(fu)務(wu)(wu)(wu)(wu)能(neng)(neng)力(li)(li)建(jian)設,力(li)(li)爭常住(zhu)人口超過5萬人或服(fu)(fu)務(wu)(wu)(wu)(wu)半徑(jing)大(da)的縣(xian)(市、旗)至少有1所縣(xian)級(ji)(ji)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)(包含中(zhong)醫(yi)(yi)(yi)(yi)(yi)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan))達到(dao)二級(ji)(ji)甲等(deng)醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)服(fu)(fu)務(wu)(wu)(wu)(wu)能(neng)(neng)力(li)(li)。全面提(ti)(ti)升鄉鎮衛(wei)(wei)(wei)生(sheng)(sheng)院(yuan)(yuan)(yuan)(yuan)防病治(zhi)病和(he)健康管(guan)理能(neng)(neng)力(li)(li),鼓勵拓(tuo)展康復醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)、醫(yi)(yi)(yi)(yi)(yi)養(yang)結合、安寧療(liao)(liao)(liao)護(hu)等(deng)服(fu)(fu)務(wu)(wu)(wu)(wu)功(gong)能(neng)(neng)。完善并提(ti)(ti)高鄉鎮衛(wei)(wei)(wei)生(sheng)(sheng)院(yuan)(yuan)(yuan)(yuan)建(jian)設和(he)裝備標準,健全急(ji)診(zhen)(zhen)急(ji)救和(he)巡診(zhen)(zhen)服(fu)(fu)務(wu)(wu)(wu)(wu)體(ti)系(xi),提(ti)(ti)升外科服(fu)(fu)務(wu)(wu)(wu)(wu)能(neng)(neng)力(li)(li),使其(qi)可以(yi)按照相關診(zhen)(zhen)療(liao)(liao)(liao)規范開展常規手(shou)術(shu)。加(jia)強(qiang)村(cun)(cun)衛(wei)(wei)(wei)生(sheng)(sheng)室能(neng)(neng)力(li)(li)建(jian)設,強(qiang)化(hua)其(qi)基本(ben)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)服(fu)(fu)務(wu)(wu)(wu)(wu)功(gong)能(neng)(neng),允許具備條件的村(cun)(cun)衛(wei)(wei)(wei)生(sheng)(sheng)室拓(tuo)展符合其(qi)功(gong)能(neng)(neng)定位的醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)服(fu)(fu)務(wu)(wu)(wu)(wu)。可以(yi)采取(qu)縣(xian)域(yu)內(nei)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)(wei)生(sheng)(sheng)機構整體(ti)參加(jia)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)責任保險(xian)等(deng)方式,健全村(cun)(cun)衛(wei)(wei)(wei)生(sheng)(sheng)室醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)風險(xian)分(fen)擔機制(zhi)。堅(jian)持中(zhong)西醫(yi)(yi)(yi)(yi)(yi)并重(zhong),促進中(zhong)醫(yi)(yi)(yi)(yi)(yi)藥(yao)傳承創(chuang)新發展,擴大(da)鄉村(cun)(cun)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)(wei)生(sheng)(sheng)機構中(zhong)醫(yi)(yi)(yi)(yi)(yi)藥(yao)服(fu)(fu)務(wu)(wu)(wu)(wu)供給。鼓勵社會力(li)(li)量辦診(zhen)(zhen)所、門(men)診(zhen)(zhen)部(bu)、民營醫(yi)(yi)(yi)(yi)(yi)院(yuan)(yuan)(yuan)(yuan)等(deng),為(wei)農民群眾提(ti)(ti)供多(duo)元化(hua)醫(yi)(yi)(yi)(yi)(yi)療(liao)(liao)(liao)服(fu)(fu)務(wu)(wu)(wu)(wu),并參與承接政府(fu)購買公共衛(wei)(wei)(wei)生(sheng)(sheng)服(fu)(fu)務(wu)(wu)(wu)(wu)。
(六(liu))加強鄉村醫療衛生(sheng)(sheng)(sheng)體系(xi)疾病(bing)(bing)(bing)預(yu)防控(kong)制(zhi)(zhi)(zhi)能力建設(she)。創新醫防協同、醫防融合機(ji)制(zhi)(zhi)(zhi),健全鄉村公共衛生(sheng)(sheng)(sheng)體系(xi)。制(zhi)(zhi)(zhi)定完(wan)善(shan)鄉村醫療衛生(sheng)(sheng)(sheng)機(ji)構公共衛生(sheng)(sheng)(sheng)責任清單(dan)。加強縣級醫院(yuan)(yuan)、鄉鎮(zhen)衛生(sheng)(sheng)(sheng)院(yuan)(yuan)公共衛生(sheng)(sheng)(sheng)相關科室建設(she)。在(zai)有條件的鄉鎮(zhen)中心衛生(sheng)(sheng)(sheng)院(yuan)(yuan)建立標準化(hua)的發熱(re)門診,配備負壓救護車,一般(ban)鄉鎮(zhen)衛生(sheng)(sheng)(sheng)院(yuan)(yuan)建立標準化(hua)的發熱(re)診室(哨點)。強化(hua)村衛生(sheng)(sheng)(sheng)室基本公共衛生(sheng)(sheng)(sheng)服務功能,嚴格落實傳(chuan)(chuan)染病(bing)(bing)(bing)疫情報告責任,提高風(feng)險隱患早期識別能力,筑(zhu)牢農村疾病(bing)(bing)(bing)預(yu)防控(kong)制(zhi)(zhi)(zhi)網底(di)。加強縣域傳(chuan)(chuan)染病(bing)(bing)(bing)防控(kong)救治體系(xi)和應急處置能力建設(she)。推進縣級疾病(bing)(bing)(bing)預(yu)防控(kong)制(zhi)(zhi)(zhi)中心標準化(hua)建設(she)。加強醫療機(ji)構與疾病(bing)(bing)(bing)預(yu)防控(kong)制(zhi)(zhi)(zhi)機(ji)構醫防協同配合,逐步建立疾病(bing)(bing)(bing)預(yu)防控(kong)制(zhi)(zhi)(zhi)監督(du)員制(zhi)(zhi)(zhi)度(du)。
(七)加(jia)快(kuai)(kuai)推(tui)進(jin)縣域(yu)(yu)(yu)內醫(yi)(yi)療(liao)衛生(sheng)服務(wu)(wu)信(xin)息化(hua)(hua)。完善區域(yu)(yu)(yu)全民健(jian)康信(xin)息標準化(hua)(hua)體系(xi),推(tui)進(jin)人(ren)口(kou)信(xin)息、電子病歷、電子健(jian)康檔案(an)和公共衛生(sheng)信(xin)息互(hu)聯(lian)互(hu)通(tong)共享(xiang),到2025年統籌建成縣域(yu)(yu)(yu)衛生(sheng)健(jian)康綜合(he)信(xin)息平(ping)臺。大力推(tui)進(jin)“互(hu)聯(lian)網+醫(yi)(yi)療(liao)健(jian)康”,構建鄉(xiang)村(cun)遠(yuan)程醫(yi)(yi)療(liao)服務(wu)(wu)體系(xi),推(tui)廣遠(yuan)程會診(zhen)、預約(yue)轉診(zhen)、互(hu)聯(lian)網復(fu)診(zhen)、遠(yuan)程檢查,加(jia)快(kuai)(kuai)推(tui)動(dong)人(ren)工智(zhi)能輔助診(zhen)斷在鄉(xiang)村(cun)醫(yi)(yi)療(liao)衛生(sheng)機構的配置應用。提升家庭醫(yi)(yi)生(sheng)簽約(yue)和鄉(xiang)村(cun)醫(yi)(yi)療(liao)衛生(sheng)服務(wu)(wu)數字化(hua)(hua)、智(zhi)能化(hua)(hua)水平(ping)。
三、發展(zhan)壯大(da)鄉村醫療衛生(sheng)人才隊(dui)伍(wu)

(九)創新(xin)人才使用機(ji)制。加(jia)強縣(xian)域醫(yi)(yi)療衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)人才一體化(hua)配置(zhi)和管理(li)(li),有條件的(de)(de)(de)地方(fang)可對招聘(pin)(pin)引(yin)進(jin)的(de)(de)(de)醫(yi)(yi)療衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)人才實行縣(xian)管鄉(xiang)(xiang)(xiang)用、鄉(xiang)(xiang)(xiang)聘(pin)(pin)村(cun)用,建(jian)立健(jian)全人才雙向(xiang)(xiang)流動(dong)機(ji)制。適當提高鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)院的(de)(de)(de)中高級專業(ye)技術崗位(wei)比(bi)例。對在(zai)鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)院連續(xu)工(gong)(gong)作滿15年(nian)或累計(ji)工(gong)(gong)作滿25年(nian)且仍在(zai)鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)院工(gong)(gong)作的(de)(de)(de)專業(ye)技術人員,在(zai)滿足聘(pin)(pin)用條件下,可通過“定向(xiang)(xiang)評(ping)價(jia)、定向(xiang)(xiang)使用”聘(pin)(pin)用至相應崗位(wei),不受崗位(wei)結構(gou)(gou)(gou)比(bi)例限(xian)制。逐步將實現(xian)鄉(xiang)(xiang)(xiang)村(cun)一體化(hua)管理(li)(li)的(de)(de)(de)村(cun)衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)室執業(ye)(助理(li)(li))醫(yi)(yi)師(shi)納(na)入鄉(xiang)(xiang)(xiang)鎮衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)院職稱評(ping)聘(pin)(pin)。統籌縣(xian)域內(nei)醫(yi)(yi)療衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)人才資源,建(jian)立健(jian)全定期向(xiang)(xiang)鄉(xiang)(xiang)(xiang)村(cun)派駐(zhu)醫(yi)(yi)務(wu)人員工(gong)(gong)作機(ji)制。鼓(gu)勵(li)縣(xian)級醫(yi)(yi)療衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)機(ji)構(gou)(gou)(gou)與(yu)縣(xian)域內(nei)鄉(xiang)(xiang)(xiang)村(cun)醫(yi)(yi)療衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)機(ji)構(gou)(gou)(gou)共(gong)同開(kai)展家(jia)庭(ting)醫(yi)(yi)生(sheng)(sheng)(sheng)(sheng)(sheng)簽(qian)約服務(wu),穩(wen)步擴大服務(wu)覆蓋面。健(jian)全公(gong)共(gong)衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)醫(yi)(yi)師(shi)制度,探(tan)索在(zai)鄉(xiang)(xiang)(xiang)村(cun)醫(yi)(yi)療衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)機(ji)構(gou)(gou)(gou)賦予公(gong)共(gong)衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)醫(yi)(yi)師(shi)處方(fang)權。建(jian)立公(gong)共(gong)衛(wei)(wei)(wei)(wei)生(sheng)(sheng)(sheng)(sheng)(sheng)專業(ye)技術人員和醫(yi)(yi)療機(ji)構(gou)(gou)(gou)臨床醫(yi)(yi)生(sheng)(sheng)(sheng)(sheng)(sheng)交叉培訓制度,鼓(gu)勵(li)人員雙向(xiang)(xiang)流動(dong)。
(十)完善收(shou)入和(he)(he)待(dai)遇保障機(ji)(ji)(ji)制(zhi)。落實“允許醫(yi)(yi)(yi)療衛(wei)生(sheng)機(ji)(ji)(ji)構突破現(xian)(xian)行事業單(dan)位工(gong)(gong)資(zi)(zi)調控水平,允許醫(yi)(yi)(yi)療服(fu)務(wu)收(shou)入扣除成(cheng)(cheng)本(ben)并按(an)規定提取(qu)各項基(ji)金后主要用(yong)于人員獎勵”要求(qiu),統籌(chou)平衡鄉(xiang)(xiang)(xiang)鎮衛(wei)生(sheng)院(yuan)與當(dang)地(di)(di)縣級(ji)公(gong)(gong)立(li)醫(yi)(yi)(yi)院(yuan)績(ji)效(xiao)工(gong)(gong)資(zi)(zi)水平的(de)(de)關系,合理核(he)定績(ji)效(xiao)工(gong)(gong)資(zi)(zi)總量和(he)(he)水平。提升(sheng)鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)(yi)(yi)療衛(wei)生(sheng)機(ji)(ji)(ji)構全(quan)科醫(yi)(yi)(yi)生(sheng)工(gong)(gong)資(zi)(zi)水平,使其(qi)(qi)與當(dang)地(di)(di)縣級(ji)公(gong)(gong)立(li)醫(yi)(yi)(yi)院(yuan)同(tong)(tong)等條件臨床醫(yi)(yi)(yi)師工(gong)(gong)資(zi)(zi)水平相銜接。有(you)條件的(de)(de)地(di)(di)方可以(yi)在(zai)鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)(yi)(yi)療衛(wei)生(sheng)機(ji)(ji)(ji)構績(ji)效(xiao)工(gong)(gong)資(zi)(zi)內部分配時設立(li)全(quan)科醫(yi)(yi)(yi)生(sheng)津貼項目并在(zai)績(ji)效(xiao)工(gong)(gong)資(zi)(zi)中單(dan)列。完善并落實基(ji)本(ben)公(gong)(gong)共衛(wei)生(sheng)服(fu)務(wu)經費、醫(yi)(yi)(yi)保基(ji)金和(he)(he)農村(cun)(cun)居(ju)民個人共同(tong)(tong)負擔家庭醫(yi)(yi)(yi)生(sheng)簽約服(fu)務(wu)費政策,拓寬籌(chou)資(zi)(zi)渠道,探索統籌(chou)使用(yong),完善分配機(ji)(ji)(ji)制(zhi)。嚴格落實鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)(yi)(yi)生(sheng)基(ji)本(ben)公(gong)(gong)共衛(wei)生(sheng)服(fu)務(wu)補助、基(ji)本(ben)藥物(wu)制(zhi)度補助、一般診療費政策,動態(tai)調整補助標準,逐步(bu)提高鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)(yi)(yi)生(sheng)收(shou)入。對在(zai)艱苦邊(bian)遠地(di)(di)區和(he)(he)國家鄉(xiang)(xiang)(xiang)村(cun)(cun)振興(xing)重點幫扶縣服(fu)務(wu)的(de)(de)鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)(yi)(yi)生(sheng),地(di)(di)方要適(shi)當(dang)增加補助。盤活現(xian)(xian)有(you)資(zi)(zi)源,妥善安排鄉(xiang)(xiang)(xiang)鎮衛(wei)生(sheng)院(yuan)特(te)別(bie)是中西部偏(pian)遠地(di)(di)區鄉(xiang)(xiang)(xiang)鎮衛(wei)生(sheng)院(yuan)職工(gong)(gong)周轉(zhuan)住(zhu)房(fang)。對屬于農村(cun)(cun)集(ji)體經濟組織成(cheng)(cheng)員的(de)(de)鄉(xiang)(xiang)(xiang)村(cun)(cun)醫(yi)(yi)(yi)生(sheng),要切(qie)實維護(hu)其(qi)(qi)合法權(quan)益(yi)。
(十一)盤活用(yong)好縣(xian)域編(bian)(bian)制(zhi)資源(yuan)。以縣(xian)為單(dan)位每(mei)5年(nian)動(dong)態(tai)調(diao)整鄉(xiang)鎮衛生(sheng)院(yuan)人員(yuan)編(bian)(bian)制(zhi)總(zong)量,盤活用(yong)好存量編(bian)(bian)制(zhi)。鄉(xiang)鎮衛生(sheng)院(yuan)用(yong)于專業技術(shu)人員(yuan)的(de)編(bian)(bian)制(zhi)不得(de)低于編(bian)(bian)制(zhi)總(zong)額的(de)90%。拓寬鄉(xiang)村醫(yi)生(sheng)發展空(kong)間,同等條(tiao)件(jian)下鄉(xiang)鎮衛生(sheng)院(yuan)優先聘(pin)用(yong)獲得(de)執業(助(zhu)理)醫(yi)師資格的(de)鄉(xiang)村醫(yi)生(sheng),進一步吸引執業(助(zhu)理)醫(yi)師、醫(yi)學(xue)院(yuan)校畢業生(sheng)到村衛生(sheng)室工作。
(十二)分類解決(jue)鄉(xiang)村醫生養老(lao)(lao)和醫療保(bao)(bao)(bao)障問(wen)題(ti)。已(yi)納入事業編制的(de)(de)鄉(xiang)村醫生,按照有關(guan)(guan)規(gui)定參加機關(guan)(guan)事業單位基(ji)本(ben)養老(lao)(lao)保(bao)(bao)(bao)險(xian)(xian)、職工基(ji)本(ben)醫療保(bao)(bao)(bao)險(xian)(xian)等(deng)社會保(bao)(bao)(bao)險(xian)(xian)。未納入事業編制的(de)(de)鄉(xiang)村醫生,按照有關(guan)(guan)規(gui)定參加企業職工基(ji)本(ben)養老(lao)(lao)保(bao)(bao)(bao)險(xian)(xian)或(huo)(huo)城(cheng)鄉(xiang)居(ju)民基(ji)本(ben)養老(lao)(lao)保(bao)(bao)(bao)險(xian)(xian)、職工基(ji)本(ben)醫療保(bao)(bao)(bao)險(xian)(xian)或(huo)(huo)城(cheng)鄉(xiang)居(ju)民基(ji)本(ben)醫療保(bao)(bao)(bao)險(xian)(xian)等(deng)社會保(bao)(bao)(bao)險(xian)(xian),有條件的(de)(de)地(di)方(fang)可(ke)以結合實際給(gei)予適當補助(zhu)。對年滿(man)60周歲(sui)的(de)(de)鄉(xiang)村醫生,各地(di)要(yao)結合實際采(cai)取補助(zhu)等(deng)多種形式進一步提高其養老(lao)(lao)待遇。
四、改革完(wan)善鄉村醫療衛生體系運行機制(zhi)
(十(shi)三)加(jia)快構(gou)(gou)建緊(jin)密(mi)(mi)型(xing)(xing)縣域醫(yi)(yi)共(gong)(gong)體(ti)。推進緊(jin)密(mi)(mi)型(xing)(xing)縣域醫(yi)(yi)共(gong)(gong)體(ti)建設(she),在編制使(shi)用(yong)(yong)、人(ren)(ren)(ren)員招聘、人(ren)(ren)(ren)事安(an)排、績效(xiao)考(kao)核、收入分配、職稱評聘等方面賦(fu)予(yu)其更多自主權(quan),推動(dong)實(shi)行人(ren)(ren)(ren)財物統(tong)一(yi)集中管理(li)。對緊(jin)密(mi)(mi)型(xing)(xing)縣域醫(yi)(yi)共(gong)(gong)體(ti)實(shi)行醫(yi)(yi)保基(ji)金(jin)總(zong)額(e)付費(fei),加(jia)強監(jian)督考(kao)核,建立結余留用(yong)(yong)、合理(li)超支分擔機(ji)制,落實(shi)醫(yi)(yi)共(gong)(gong)體(ti)牽頭醫(yi)(yi)療(liao)衛生(sheng)機(ji)構(gou)(gou)對醫(yi)(yi)共(gong)(gong)體(ti)內(nei)各成員醫(yi)(yi)療(liao)衛生(sheng)機(ji)構(gou)(gou)規(gui)范合理(li)使(shi)用(yong)(yong)醫(yi)(yi)保基(ji)金(jin)的內(nei)部監(jian)督管理(li)責任,強化激勵約(yue)束(shu)。鼓勵對醫(yi)(yi)共(gong)(gong)體(ti)內(nei)各醫(yi)(yi)療(liao)衛生(sheng)機(ji)構(gou)(gou)負責人(ren)(ren)(ren)實(shi)行年薪制。加(jia)強醫(yi)(yi)共(gong)(gong)體(ti)績效(xiao)考(kao)核,引導資(zi)源和(he)患者向(xiang)鄉村兩(liang)級(ji)醫(yi)(yi)療(liao)衛生(sheng)機(ji)構(gou)(gou)下沉。推動(dong)鄉鎮(zhen)衛生(sheng)院與縣級(ji)醫(yi)(yi)院用(yong)(yong)藥目錄(lu)銜接(jie)統(tong)一(yi)、處方自由流動(dong)。開(kai)展(zhan)中醫(yi)(yi)治未(wei)病服(fu)務。
(十四)健全鄉(xiang)(xiang)村(cun)(cun)醫(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)生(sheng)(sheng)體(ti)(ti)系(xi)投(tou)入(ru)機制。落實市(shi)縣(xian)兩級黨(dang)委和政(zheng)府鄉(xiang)(xiang)村(cun)(cun)醫(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)生(sheng)(sheng)體(ti)(ti)系(xi)建設主(zhu)體(ti)(ti)責(ze)任(ren),政(zheng)府辦(ban)鄉(xiang)(xiang)村(cun)(cun)醫(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)生(sheng)(sheng)機構(gou)的基(ji)本建設和設備購置(zhi)等(deng)發展(zhan)建設支(zhi)出由地方政(zheng)府根據基(ji)層醫(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)生(sheng)(sheng)機構(gou)發展(zhan)建設規(gui)劃足額(e)安排;人員經費和業務經費等(deng)運(yun)行成本通過服(fu)務收(shou)費和政(zheng)府補(bu)(bu)助補(bu)(bu)償,政(zheng)府補(bu)(bu)助按照“核定任(ren)務、核定收(shou)支(zhi)、績效考核補(bu)(bu)助”的辦(ban)法核定。有條件(jian)的地方可(ke)以對(dui)村(cun)(cun)衛(wei)(wei)生(sheng)(sheng)室給予運(yun)行補(bu)(bu)助。省(sheng)級加(jia)大(da)統籌力(li)度(du),確保鄉(xiang)(xiang)村(cun)(cun)醫(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)生(sheng)(sheng)體(ti)(ti)系(xi)均衡健康發展(zhan)。中(zhong)(zhong)央財政(zheng)通過基(ji)本公共衛(wei)(wei)生(sheng)(sheng)服(fu)務、基(ji)本藥物制度(du)補(bu)(bu)助資金對(dui)鄉(xiang)(xiang)村(cun)(cun)醫(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)生(sheng)(sheng)機構(gou)予以支(zhi)持(chi),并對(dui)提升困(kun)難地區(qu)鄉(xiang)(xiang)村(cun)(cun)基(ji)層醫(yi)(yi)療(liao)(liao)(liao)服(fu)務能力(li)按規(gui)定給予補(bu)(bu)助。中(zhong)(zhong)央預算內投(tou)資加(jia)大(da)對(dui)縣(xian)域醫(yi)(yi)療(liao)(liao)(liao)服(fu)務體(ti)(ti)系(xi)龍(long)頭醫(yi)(yi)療(liao)(liao)(liao)機構(gou)的投(tou)入(ru),重點支(zhi)持(chi)脫貧地區(qu)、原中(zhong)(zhong)央蘇區(qu)、易地扶(fu)貧搬遷安置(zhi)地區(qu)縣(xian)級醫(yi)(yi)院建設。地方政(zheng)府新增財力(li)向鄉(xiang)(xiang)村(cun)(cun)醫(yi)(yi)療(liao)(liao)(liao)衛(wei)(wei)生(sheng)(sheng)領域傾斜。
(十(shi)五(wu))建立健全城市(shi)支(zhi)援健康鄉(xiang)村建設機制(zhi)。完善(shan)城鄉(xiang)協同、以城帶鄉(xiang)幫扶機制(zhi),深化醫(yi)療(liao)衛(wei)生對口幫扶,有計劃開展(zhan)醫(yi)療(liao)人(ren)才組(zu)團式幫扶,鼓勵國家和(he)省級區域(yu)醫(yi)療(liao)中心開展(zhan)對欠發達地(di)區、革命老區、邊(bian)境地(di)區醫(yi)療(liao)衛(wei)生機構(gou)的對口幫扶,將指(zhi)導基層、下沉服務作(zuo)為縣級以上公立醫(yi)院(yuan)的基本職責。建立健全城市(shi)三級醫(yi)院(yuan)包縣、二(er)級醫(yi)院(yuan)包鄉(xiang)、鄉(xiang)鎮衛(wei)生院(yuan)包村工作(zuo)機制(zhi)。深化東西部協作(zuo),將支(zhi)持鄉(xiang)村醫(yi)療(liao)衛(wei)生體系(xi)建設作(zuo)為重要幫扶內(nei)容(rong)。
五(wu)、提高農村地區醫(yi)療(liao)保障水平
(十六(liu))鞏固拓展醫(yi)療保(bao)(bao)(bao)(bao)障脫貧(pin)(pin)(pin)攻堅成果。持續(xu)健全(quan)(quan)基本醫(yi)保(bao)(bao)(bao)(bao)、大病(bing)保(bao)(bao)(bao)(bao)險、醫(yi)療救助三重制度綜合(he)保(bao)(bao)(bao)(bao)障機制。落實分類資(zi)(zi)助農(nong)村(cun)低(di)收入人(ren)口參保(bao)(bao)(bao)(bao)政策(ce),繼續(xu)對(dui)農(nong)村(cun)特困人(ren)員參保(bao)(bao)(bao)(bao)給予(yu)全(quan)(quan)額資(zi)(zi)助、對(dui)低(di)保(bao)(bao)(bao)(bao)對(dui)象參保(bao)(bao)(bao)(bao)給予(yu)定(ding)額資(zi)(zi)助;完善(shan)符合(he)條件的(de)易返貧(pin)(pin)(pin)致貧(pin)(pin)(pin)人(ren)口資(zi)(zi)助參保(bao)(bao)(bao)(bao)政策(ce),資(zi)(zi)助標(biao)準由各省(自治區、直轄市)根據經濟社會發展水(shui)平(ping)和城鄉居民基本醫(yi)保(bao)(bao)(bao)(bao)籌資(zi)(zi)標(biao)準合(he)理(li)確定(ding)。強化(hua)(hua)高(gao)額醫(yi)療費用(yong)支出預警監測(ce),建(jian)立健全(quan)(quan)防(fang)范化(hua)(hua)解因病(bing)返貧(pin)(pin)(pin)致貧(pin)(pin)(pin)風險長效(xiao)機制。
(十七)加大醫(yi)保(bao)(bao)基金支(zhi)持力度。積極(ji)通過鄉(xiang)(xiang)村(cun)(cun)一體化管理(li)(li)實(shi)現(xian)村(cun)(cun)衛(wei)生(sheng)(sheng)室(shi)(shi)醫(yi)保(bao)(bao)結算,在有(you)條(tiao)件(jian)的地(di)方(fang)支(zhi)持將符合條(tiao)件(jian)的村(cun)(cun)衛(wei)生(sheng)(sheng)室(shi)(shi)納入(ru)醫(yi)保(bao)(bao)定點(dian)管理(li)(li)。支(zhi)持分(fen)(fen)級診(zhen)(zhen)(zhen)療(liao)(liao)模式和家庭醫(yi)生(sheng)(sheng)簽約服(fu)務制度建(jian)設(she),依托鄉(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)機(ji)構推行門診(zhen)(zhen)(zhen)統籌按人頭付費(fei)。有(you)條(tiao)件(jian)的地(di)方(fang)可以調整鄉(xiang)(xiang)鎮衛(wei)生(sheng)(sheng)院、村(cun)(cun)衛(wei)生(sheng)(sheng)室(shi)(shi)一般診(zhen)(zhen)(zhen)療(liao)(liao)費(fei)。各(ge)地(di)實(shi)施(shi)動態(tai)調整醫(yi)療(liao)(liao)服(fu)務價格時,要(yao)統籌支(zhi)持鄉(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)機(ji)構發展,促(cu)進分(fen)(fen)級診(zhen)(zhen)(zhen)療(liao)(liao)。合理(li)(li)提高醫(yi)保(bao)(bao)基金對(dui)鄉(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)機(ji)構的總額控制指標,年度新增醫(yi)保(bao)(bao)基金重點(dian)向(xiang)鄉(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)機(ji)構傾斜,逐(zhu)步提高縣域(yu)內醫(yi)保(bao)(bao)基金用于鄉(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)機(ji)構的比(bi)(bi)例(li)。醫(yi)保(bao)(bao)報銷目(mu)錄中增設(she)農村(cun)(cun)地(di)區適宜衛(wei)生(sheng)(sheng)服(fu)務項目(mu),逐(zhu)步提高鄉(xiang)(xiang)村(cun)(cun)醫(yi)療(liao)(liao)衛(wei)生(sheng)(sheng)機(ji)構服(fu)務性收入(ru)占比(bi)(bi)。
(十八)優化農(nong)村醫(yi)(yi)保(bao)(bao)管理(li)服(fu)務(wu)(wu)。加強農(nong)村地區醫(yi)(yi)保(bao)(bao)經辦管理(li)服(fu)務(wu)(wu)和監(jian)(jian)(jian)督管理(li)能力建設,探索將村級醫(yi)(yi)保(bao)(bao)服(fu)務(wu)(wu)納(na)(na)入農(nong)村網格化服(fu)務(wu)(wu)管理(li)。加強基層(ceng)醫(yi)(yi)保(bao)(bao)基金(jin)監(jian)(jian)(jian)管能力建設,把醫(yi)(yi)保(bao)(bao)基金(jin)監(jian)(jian)(jian)管納(na)(na)入鄉鎮政(zheng)府綜合(he)監(jian)(jian)(jian)管體系,持續(xu)加大對騙(pian)保(bao)(bao)套(tao)保(bao)(bao)等(deng)違法違規行為的打(da)擊力度(du)。
六、加強(qiang)組織領導
(十九)壓實工作(zuo)責(ze)(ze)(ze)任。建立省(sheng)級(ji)(ji)統(tong)籌(chou)、市負總責(ze)(ze)(ze)、縣抓(zhua)落實的工作(zuo)機(ji)制,把鄉(xiang)村醫療(liao)衛生體(ti)系(xi)建設(she)作(zuo)為(wei)五級(ji)(ji)書記抓(zhua)鄉(xiang)村振(zhen)興的重(zhong)要內(nei)容,建立健全(quan)地(di)方各(ge)級(ji)(ji)黨委鄉(xiang)村醫療(liao)衛生工作(zuo)領導(dao)體(ti)制機(ji)制,強化屬(shu)地(di)責(ze)(ze)(ze)任,納入(ru)當地(di)經濟社(she)會發展規劃(hua)統(tong)籌(chou)部署,切實落實領導(dao)、投(tou)入(ru)保障、管理、監督責(ze)(ze)(ze)任。
(二十)加強協(xie)同配合。各地(di)要結(jie)合實(shi)際細化實(shi)化工(gong)作(zuo)(zuo)(zuo)重(zhong)點和政策措施。建(jian)立衛(wei)生(sheng)健(jian)康、黨委(wei)(wei)農村(cun)(cun)(cun)工(gong)作(zuo)(zuo)(zuo)部門(men)牽頭(tou),機構編制、發展改革、教育、財政、人(ren)力資(zi)源社(she)會(hui)保(bao)(bao)障、自然資(zi)源、農業農村(cun)(cun)(cun)、鄉村(cun)(cun)(cun)振興(xing)、醫(yi)保(bao)(bao)、疾控、中醫(yi)藥等部門(men)和單位參(can)與的工(gong)作(zuo)(zuo)(zuo)推進機制,形成支(zhi)(zhi)持鄉村(cun)(cun)(cun)醫(yi)療衛(wei)生(sheng)體系建(jian)設的工(gong)作(zuo)(zuo)(zuo)合力。加快村(cun)(cun)(cun)民委(wei)(wei)員會(hui)公共衛(wei)生(sheng)委(wei)(wei)員會(hui)建(jian)設。注重(zhong)發揮各級人(ren)大、政協(xie)監(jian)督作(zuo)(zuo)(zuo)用。支(zhi)(zhi)持群團組織(zhi)、社(she)會(hui)組織(zhi)等積(ji)極參(can)與鄉村(cun)(cun)(cun)醫(yi)療衛(wei)生(sheng)事業發展。
(二十一)強化考核督(du)導(dao)(dao)。建立鄉村醫療衛(wei)生體系健康發展督(du)導(dao)(dao)評估(gu)機制,中央和省級層面加強對地方政(zheng)府政(zheng)策(ce)保障、人員隊(dui)伍建設等重(zhong)點任務進展情況的綜合督(du)導(dao)(dao)評估(gu),并將其作為鄉村振興有關督(du)查考核的重(zhong)要(yao)內容。
(二十(shi)二)營造良好氛(fen)圍(wei)。建立健全(quan)鄉(xiang)村(cun)(cun)醫療衛(wei)生(sheng)(sheng)人員(yuan)榮譽表彰制度。各類(lei)人才項(xiang)目、榮譽表彰、評獎評優向鄉(xiang)村(cun)(cun)醫療衛(wei)生(sheng)(sheng)人員(yuan)傾(qing)斜(xie)。加大對鄉(xiang)村(cun)(cun)醫療衛(wei)生(sheng)(sheng)人員(yuan)中先進(jin)事(shi)跡的宣傳力度,在(zai)全(quan)社會形成尊重鄉(xiang)村(cun)(cun)醫療衛(wei)生(sheng)(sheng)人員(yuan)、關心鄉(xiang)村(cun)(cun)醫療衛(wei)生(sheng)(sheng)工作(zuo)的良好氛(fen)圍(wei)。
