為深入貫徹落實(shi) 黨 中央、國 務(wu) 院 和(he)省(sheng)(sheng)委、省(sheng)(sheng)政府關于碳(tan)(tan)達(da)(da)峰碳(tan)(tan)中和(he)決策(ce)部署,加快推進云(yun)南(nan)省(sheng)(sheng)工(gong)(gong)(gong)業(ye)綠色低碳(tan)(tan)轉(zhuan)型(xing),積極(ji)穩妥(tuo)推進工(gong)(gong)(gong)業(ye)領(ling)域碳(tan)(tan)達(da)(da)峰工(gong)(gong)(gong)作(zuo),根據《工(gong)(gong)(gong)業(ye)領(ling)域碳(tan)(tan)達(da)(da)峰實(shi)施方(fang)案》《云(yun)南(nan)省(sheng)(sheng)關于完整準確全面貫徹新發展理(li)念做好碳(tan)(tan)達(da)(da)峰碳(tan)(tan)中和(he)工(gong)(gong)(gong)作(zuo)的實(shi)施意見》和(he)《云(yun)南(nan)省(sheng)(sheng)碳(tan)(tan)達(da)(da)峰實(shi)施方(fang)案》,結合相關規劃,制定本實(shi)施方(fang)案。
一、總體要求
(一) 指 導(dao) 思 想
以 習(xi)(xi) 近 平(ping)新時代中(zhong)國特色(se) 社 會 主 義 思想為(wei)指(zhi)導,全面貫(guan)徹(che) 黨 的 二(er) 十 大 精(jing)神,深入(ru)(ru)(ru)貫(guan)徹(che)習(xi)(xi) 近 平(ping)生態文明(ming)思想和(he)(he)(he)習(xi)(xi) 近 平(ping) 總(zong) 書 記考(kao)察云南重(zhong)(zhong)要講話(hua)和(he)(he)(he)重(zhong)(zhong)要指(zhi)示(shi)批示(shi)精(jing)神,錨定“3815”發(fa)(fa)(fa)展(zhan)(zhan)(zhan)戰略目(mu)標,立(li)(li)足(zu)新發(fa)(fa)(fa)展(zhan)(zhan)(zhan)階(jie)段,完整、準(zhun)確、全面貫(guan)徹(che)新發(fa)(fa)(fa)展(zhan)(zhan)(zhan)理念,服務和(he)(he)(he)融入(ru)(ru)(ru)新發(fa)(fa)(fa)展(zhan)(zhan)(zhan)格局(ju)(ju),統籌(chou)工(gong)業(ye)(ye)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)和(he)(he)(he)減排、整體和(he)(he)(he)局(ju)(ju)部、長遠(yuan)目(mu)標和(he)(he)(he)短期目(mu)標、政府和(he)(he)(he)市(shi)場的關系,把碳(tan)(tan)達(da)(da)峰(feng)(feng)碳(tan)(tan)中(zhong)和(he)(he)(he)工(gong)作(zuo)納入(ru)(ru)(ru)工(gong)業(ye)(ye)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)全局(ju)(ju),著(zhu)力轉化綠(lv)(lv)色(se)生態優(you)(you)勢(shi)(shi)和(he)(he)(he)能(neng)源(yuan)(yuan)優(you)(you)勢(shi)(shi)為(wei)綠(lv)(lv)色(se)低碳(tan)(tan)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)優(you)(you)勢(shi)(shi)。堅持(chi)先立(li)(li)后破、穩妥推(tui)(tui)進(jin)(jin),以重(zhong)(zhong)點行業(ye)(ye)、重(zhong)(zhong)點領域達(da)(da)峰(feng)(feng)為(wei)突破,提高(gao)(gao)能(neng)源(yuan)(yuan)資源(yuan)(yuan)利(li)用效率,推(tui)(tui)進(jin)(jin)數字化轉型(xing),加快綠(lv)(lv)色(se)低碳(tan)(tan)技術(shu)進(jin)(jin)步,構建綠(lv)(lv)色(se)制造(zao)體系,深入(ru)(ru)(ru)推(tui)(tui)進(jin)(jin)新型(xing)工(gong)業(ye)(ye)化,促(cu)進(jin)(jin)工(gong)業(ye)(ye)綠(lv)(lv)色(se)低碳(tan)(tan)轉型(xing)和(he)(he)(he)高(gao)(gao)質量(liang)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)。
(二)工作原則
統籌謀劃,有(you)序推進。立足云南工業發展(zhan)基礎(chu)和(he)清(qing)潔能(neng)源優勢,統籌處理好工業發展(zhan)、能(neng)源消費(fei)和(he)二(er)氧化碳(tan)排(pai)放之間的(de)關系,將(jiang)碳(tan)達(da)峰碳(tan)中和(he)工作納(na)入產業鏈(lian)供應鏈(lian)全過程。各(ge)州市、各(ge)行業和(he)各(ge)領域要因地制宜(yi)、分(fen)類施策(ce),堅持先立后破、穩(wen)妥(tuo)有(you)序推進碳(tan)達(da)峰行動。
效率(lv)優先(xian),源(yuan)頭控(kong)(kong)制。提升(sheng)資(zi)源(yuan)利用(yong)效率(lv),優化(hua)產業(ye)結構(gou)、用(yong)能(neng)結構(gou)和原料(liao)結構(gou),加(jia)(jia)強(qiang)產業(ye)間耦合(he)鏈接,推(tui)動企業(ye)循環式(shi)生產,推(tui)進(jin)減污降(jiang)碳協同(tong)增效。加(jia)(jia)強(qiang)新建項目源(yuan)頭把關,持續降(jiang)低(di)單(dan)位產品能(neng)耗和碳排放(fang),從源(yuan)頭控(kong)(kong)制和減少二氧化(hua)碳排放(fang)。
創新(xin)驅動,數(shu)字(zi)賦能。強化技術創新(xin)和(he) 制 度 創新(xin),推(tui)(tui)進重(zhong)大(da)低碳(tan)(tan)技術工藝裝(zhuang)備攻關,大(da)力推(tui)(tui)廣(guang)應用(yong)低碳(tan)(tan)技術低碳(tan)(tan)產(chan)品。以(yi)數(shu)字(zi)化改革為(wei)引領,推(tui)(tui)動產(chan)業(ye)數(shu)字(zi)化智(zhi)能化綠色(se)化,加(jia)快云南(nan)工業(ye)綠色(se)低碳(tan)(tan)轉型發展(zhan)。
市(shi)場(chang)(chang)主導(dao)(dao)(dao),政(zheng)策(ce)引領。充分發(fa)揮(hui)市(shi)場(chang)(chang)機(ji)制(zhi)在實現(xian)碳(tan)達峰碳(tan)中和目標的(de)重要作用,引導(dao)(dao)(dao)市(shi)場(chang)(chang)主體積極參與碳(tan)達峰工作,激發(fa)市(shi)場(chang)(chang)主體低碳(tan)轉型發(fa)展(zhan)的(de)內生動力。加強政(zheng)策(ce)的(de)引領作用,健(jian)全完善以節能(neng)減碳(tan)為導(dao)(dao)(dao)向的(de)政(zheng)策(ce)激勵(li)約(yue)束機(ji)制(zhi),合(he)力推動工業領域碳(tan)達峰。
(三)總體目標
“十四五(wu)”期間,產業(ye)(ye)結構和(he)能源消費結構持續優化(hua),能源資源配置(zhi)更加合(he)理(li),利用效率顯(xian)著提升。建成一(yi)批綠(lv)色工(gong)廠和(he)綠(lv)色園(yuan)區,符合(he)條件的(de)省級及(ji)以上(shang)(shang)產業(ye)(ye)園(yuan)區完成循環化(hua)改造,應用、示范、推廣一(yi)批減排(pai)(pai)效果顯(xian)著的(de)低碳零碳負碳技術裝備工(gong)藝產品。到2025年,規(gui)模以上(shang)(shang)工(gong)業(ye)(ye)單位(wei)增加值能耗(hao)比2020年下降13.5%,單位(wei)工(gong)業(ye)(ye)增加值二(er)氧(yang)化(hua)碳排(pai)(pai)放(fang)下降幅度大于全社會下降幅度,重點(dian)行業(ye)(ye)二(er)氧(yang)化(hua)碳排(pai)(pai)放(fang)強度明顯(xian)下降。
“十五(wu)五(wu)”期間,產業結構和(he)能源(yuan)消費結構進一步優(you)化(hua),規(gui)模以上工業單位增加值能耗、二氧(yang)化(hua)碳排(pai)放強度持續下降,以高效、綠色、循環、低碳為重要特征(zheng)的現(xian)代工業體系基本建立(li)。力(li)爭(zheng)工業領域二氧(yang)化(hua)碳排(pai)放在2030年前(qian)達峰。
二、重點任務
(四)深(shen)度調整優化產業結構
1.積極推動產業綠色低碳轉型。深入推動綠色能源與綠色制造深度融合,通過補鏈延鏈升鏈建鏈,推動綠色鋁、綠色(se)硅、新能(neng)源電池(chi)全產業鏈優化(hua)(hua)升(sheng)級。推動有色(se)、石化(hua)(hua)化(hua)(hua)工、、鋼鐵(tie)等(deng)技(ji)術(shu)升(sheng)級、設(she)備更(geng)新和綠色(se)低(di)碳(tan)改(gai)造,加快產品結構升(sheng)級,鼓勵企業發展高技(ji)術(shu)含(han)量(liang)、高附(fu)加值、高品質的(de)高端產品。圍繞(rao)新能(neng)源、新材料、高端裝備、生物醫藥、新一代信(xin)息(xi)技(ji)術(shu)等(deng)戰略性新興(xing)產業,打(da)造低(di)碳(tan)轉型效果明顯的(de)先進制造業集群。(省發展改(gai)革委、省工業和信(xin)息(xi)化(hua)(hua)廳、省生態(tai)環境廳等(deng)按職責分(fen)工負責)
2.堅決遏制高(gao)(gao)(gao)耗(hao)(hao)能(neng)高(gao)(gao)(gao)排放(fang)低(di)(di)水(shui)(shui)(shui)平(ping)項(xiang)(xiang)目(mu)盲目(mu)發(fa)展(zhan)。嚴(yan)格固定資產(chan)投資項(xiang)(xiang)目(mu)節(jie)能(neng)審(shen)查、環境影響評價,科學評估新(改(gai)、擴)建(jian)項(xiang)(xiang)目(mu)用能(neng)和(he)碳排放(fang)情況,嚴(yan)把高(gao)(gao)(gao)耗(hao)(hao)能(neng)高(gao)(gao)(gao)排放(fang)項(xiang)(xiang)目(mu)準(zhun)(zhun)入(ru)關。對高(gao)(gao)(gao)耗(hao)(hao)能(neng)高(gao)(gao)(gao)排放(fang)低(di)(di)水(shui)(shui)(shui)平(ping)項(xiang)(xiang)目(mu)實行(xing)(xing)清(qing)單(dan)管(guan)理(li)、分類處(chu)置、動(dong)態(tai)(tai)監 控。嚴(yan)肅查處(chu)不符合政策要(yao)求的“兩高(gao)(gao)(gao)一低(di)(di)”項(xiang)(xiang)目(mu)。聚焦重點(dian)領(ling)域,建(jian)立高(gao)(gao)(gao)耗(hao)(hao)能(neng)企業清(qing)單(dan)目(mu)錄,實行(xing)(xing)動(dong)態(tai)(tai)管(guan)理(li)。新建(jian)、擴建(jian)項(xiang)(xiang)目(mu)要(yao)按照有關要(yao)求,嚴(yan)格項(xiang)(xiang)目(mu)審(shen)批(pi),對標(biao)(biao)行(xing)(xing)業先進水(shui)(shui)(shui)平(ping)提高(gao)(gao)(gao)準(zhun)(zhun)入(ru)標(biao)(biao)準(zhun)(zhun)。(省(sheng)發(fa)展(zhan)改(gai)革委、省(sheng)生態(tai)(tai)環境廳、省(sheng)工業和(he)信息化廳等按職(zhi)責(ze)分工負責(ze))
3.合理控(kong)制重(zhong)點行(xing)業(ye)(ye)產(chan)(chan)能規(gui)模。嚴(yan)格落實(shi)(shi)國(guo)家(jia)(jia)產(chan)(chan)業(ye)(ye)結構調整指導目錄,對產(chan)(chan)能嚴(yan)重(zhong)過剩(sheng)或國(guo)家(jia)(jia)有明確規(gui)定要求嚴(yan)控(kong)新增產(chan)(chan)能的行(xing)業(ye)(ye),嚴(yan)格落實(shi)(shi)國(guo)家(jia)(jia)產(chan)(chan)能置換政策。加強重(zhong)點行(xing)業(ye)(ye)產(chan)(chan)能過剩(sheng)分析(xi)預警(jing)和窗口指導,加快(kuai)化(hua)解過剩(sheng)產(chan)(chan)能。綜(zong)合運(yun)用(yong)環保、能耗、質量、安全(quan)、技術標準,嚴(yan)格常(chang)態(tai)(tai)化(hua)節能監察和環保 執 法(fa),嚴(yan)格執行(xing)強制性(xing)標準,依法(fa)依規(gui)推動落后和低端(duan)低效產(chan)(chan)能退(tui)出。(省發展(zhan)改革委、省工(gong)業(ye)(ye)和信息化(hua)廳、生態(tai)(tai)環境廳、省應急廳、省市場監管局(ju)、省能源局(ju)等(deng)按職責分工(gong)負(fu)責)
4.推(tui)動(dong)產業(ye)(ye)低碳協(xie)(xie)(xie)同示范。推(tui)動(dong)產業(ye)(ye)鏈(lian)上下游及(ji)產業(ye)(ye)鏈(lian)之間(jian)(jian)低碳協(xie)(xie)(xie)同發(fa)(fa)展(zhan),提(ti)升產業(ye)(ye)綠色(se)配套(tao)水平。強化(hua)能源、鋼(gang)鐵、石化(hua)化(hua)工、建材(cai)、有色(se)金(jin)屬(shu)、造紙(zhi)等(deng)行(xing)業(ye)(ye)耦合發(fa)(fa)展(zhan),推(tui)動(dong)產業(ye)(ye)循(xun)環(huan)鏈(lian)接,實施(shi)鋼(gang)化(hua)聯(lian)產、煉化(hua)一(yi)體(ti)化(hua)、林(lin)漿紙(zhi)一(yi)體(ti)化(hua)、林(lin)板家居一(yi)體(ti)化(hua)。加強產業(ye)(ye)鏈(lian)跨地區協(xie)(xie)(xie)同布(bu)局(ju),減少中(zhong)間(jian)(jian)產品物流量。鼓(gu)勵龍頭企(qi)(qi)業(ye)(ye)聯(lian)合上下游企(qi)(qi)業(ye)(ye)、行(xing)業(ye)(ye)間(jian)(jian)企(qi)(qi)業(ye)(ye)開展(zhan)協(xie)(xie)(xie)同降(jiang)碳行(xing)動(dong),構建企(qi)(qi)業(ye)(ye)首尾(wei)相連(lian)、互(hu)為(wei)供需、互(hu)聯(lian)互(hu)通的產業(ye)(ye)鏈(lian)。建設一(yi)批“產業(ye)(ye)協(xie)(xie)(xie)同”、“以化(hua)固碳”示范項目。(省發(fa)(fa)展(zhan)改(gai)革委(wei)、省工業(ye)(ye)和信息化(hua)廳、省國(guo)資(zi)委(wei)、省能源局(ju)等(deng)按職責分工負責)
(五)充(chong)分發揮綠色能(neng)源優(you)勢
1.加(jia)快(kuai)化(hua)石(shi)能源替(ti)(ti)代(dai)。推(tui)動(dong)鋼鐵、建材、有(you)(you)色、石(shi)化(hua)化(hua)工(gong)等(deng)(deng)行業合(he)理(li)控制(zhi)煤炭消(xiao)(xiao)費增長,有(you)(you)序減量替(ti)(ti)代(dai),促進煤炭分質(zhi)分級(ji)高效清潔利用(yong)。有(you)(you)序引(yin)導天(tian)然(ran)氣(qi)消(xiao)(xiao)費,合(he)理(li)引(yin)導工(gong)業用(yong)氣(qi)和化(hua)工(gong)原料用(yong)氣(qi)增長。鼓(gu)勵(li)鍋爐(lu)(窯爐(lu))采用(yong)生(sheng)物質(zhi)成型(xing)燃(ran)料替(ti)(ti)代(dai)燃(ran)煤。充分利用(yong)工(gong)業余(yu)熱(re)、電(dian)廠余(yu)熱(re)等(deng)(deng)替(ti)(ti)代(dai)燃(ran)煤供熱(re)。(省發展改(gai)革委、省工(gong)業和信息化(hua)廳(ting)、省生(sheng)態環(huan)境廳(ting)、省能源局等(deng)(deng)按職責分工(gong)負(fu)責)
2.提高工(gong)業電(dian)(dian)(dian)(dian)(dian)氣(qi)化(hua)水平。拓寬電(dian)(dian)(dian)(dian)(dian)能替代領(ling)域,在(zai)鑄造、玻璃、陶瓷、醫藥、煙草、食品等(deng)行業推廣節能電(dian)(dian)(dian)(dian)(dian)鍋(guo)爐、電(dian)(dian)(dian)(dian)(dian)窯(yao)爐、電(dian)(dian)(dian)(dian)(dian)加熱、電(dian)(dian)(dian)(dian)(dian)烤房等(deng)技術。開(kai)(kai)展高溫熱泵、大(da)功率電(dian)(dian)(dian)(dian)(dian)熱儲能鍋(guo)爐等(deng)電(dian)(dian)(dian)(dian)(dian)能替代,提高電(dian)(dian)(dian)(dian)(dian)氣(qi)化(hua)終端用(yong)能設備(bei)使用(yong)比例。重點對工(gong)業生產過(guo)程1000°C以下中低溫熱源(yuan)進行電(dian)(dian)(dian)(dian)(dian)氣(qi)化(hua)改(gai)造。加強電(dian)(dian)(dian)(dian)(dian)力(li)需求側管(guan)理(li),開(kai)(kai)展工(gong)業領(ling)域電(dian)(dian)(dian)(dian)(dian)力(li)需求側管(guan)理(li)示范(fan)企業和園區創建。加強用(yong)電(dian)(dian)(dian)(dian)(dian)設備(bei)電(dian)(dian)(dian)(dian)(dian)效監(jian)測(ce)(ce)分(fen)析,大(da)功率用(yong)電(dian)(dian)(dian)(dian)(dian)設備(bei)率先(xian)接(jie)入能耗在(zai)線(xian)監(jian)測(ce)(ce)平臺。(省(sheng)(sheng)發展改(gai)革委、省(sheng)(sheng)工(gong)業和信息化(hua)廳、省(sheng)(sheng)生態環境廳、省(sheng)(sheng)市場監(jian)管(guan)局、省(sheng)(sheng)能源(yuan)局等(deng)按職責分(fen)工(gong)負責)
3.強化工業(ye)綠(lv)色能(neng)(neng)源利(li)用(yong)。推進(jin)(jin)(jin)多能(neng)(neng)高(gao)效(xiao)互(hu)補利(li)用(yong),引導企業(ye)、園區加(jia)快(kuai)分布式(shi)光伏、多元儲(chu)能(neng)(neng)、高(gao)效(xiao)熱(re)泵、余(yu)熱(re)余(yu)壓利(li)用(yong)、智能(neng)(neng)能(neng)(neng)源管控等一體化系統開發(fa)(fa)運(yun)行,促進(jin)(jin)(jin)就近大(da)規模(mo)高(gao)比例消(xiao)納(na)可再(zai)生能(neng)(neng)源。鼓勵(li)企業(ye)投資可再(zai)生能(neng)(neng)源發(fa)(fa)電項(xiang)目、參與電力(li)市場化交易(yi)、購買綠(lv)色電力(li)證(zheng)書等方式(shi)選用(yong)可再(zai)生能(neng)(neng)源。加(jia)強能(neng)(neng)源系統優化和梯級(ji)利(li)用(yong),因地制宜推廣園區集中(zhong)供(gong)(gong)熱(re)、能(neng)(neng)源供(gong)(gong)應(ying)中(zhong)樞(shu)等新業(ye)態(tai)。推進(jin)(jin)(jin)氫(qing)能(neng)(neng)制儲(chu)輸運(yun)銷用(yong)全鏈條發(fa)(fa)展(zhan)。加(jia)快(kuai)推進(jin)(jin)(jin)新型儲(chu)能(neng)(neng)規模(mo)化應(ying)用(yong)。(省發(fa)(fa)展(zhan)改革委、省工業(ye)和信息化廳、省能(neng)(neng)源局等按(an)職責(ze)分工負(fu)責(ze))
(六(liu))大(da)幅(fu)提升能源利用(yong)效率
1.實施(shi)節(jie)能(neng)(neng)降碳技(ji)術(shu)(shu)改造(zao)。對標能(neng)(neng)效(xiao)標桿,以(yi)鋼(gang)鐵、建材、石化(hua)化(hua)工(gong)、有色(se)、數據(ju)(ju)中心等(deng)行(xing)業(ye)為重點(dian),實施(shi)熱(re)力(li)系(xi)(xi)統(tong)改造(zao)、電機系(xi)(xi)統(tong)節(jie)能(neng)(neng)、能(neng)(neng)量(liang)系(xi)(xi)統(tong)優化(hua)、余(yu)熱(re)余(yu)壓利(li)用(yong)、綠色(se)數據(ju)(ju)中心建設等(deng)一批(pi)重大綠色(se)低碳改造(zao)項(xiang)目。加強電爐(lu)短流程(cheng)煉鋼(gang)、銅鉛(qian)鋅富(fu)氧強化(hua)熔煉、全(富(fu))氧燃燒、蓄熱(re)式燃燒、燃料替代等(deng)重點(dian)節(jie)能(neng)(neng)降碳技(ji)術(shu)(shu)工(gong)藝(yi)推廣應用(yong)。推動(dong)制造(zao)業(ye)主要產品(pin)(pin)工(gong)藝(yi)升級與(yu)節(jie)能(neng)(neng)技(ji)術(shu)(shu)改造(zao),不斷提升工(gong)業(ye)產品(pin)(pin)能(neng)(neng)效(xiao)水平。鼓勵高(gao)耗能(neng)(neng)行(xing)業(ye)企業(ye)與(yu)高(gao)校、專業(ye)節(jie)能(neng)(neng)服務機構深度合作(zuo),采(cai)用(yong)合同能(neng)(neng)源管理、能(neng)(neng)源托管等(deng)模(mo)式實施(shi)改造(zao)。(省發(fa)展(zhan)改革委、省工(gong)業(ye)和信息化(hua)廳、省生態環境廳、省市場監管局等(deng)按職責(ze)分工(gong)負責(ze))
